Context
Recently, the Prime Minister introduced the second phase of the SWACHH BHARAT MISSION-URBAN (SBM-U 2.0).
key-highlights of the Second phase
- SBM-U 2.0 is a continuation of the first phase of SBM-U announced in Budget 2021-22.
- The government is trying to address safety issues, transportation, tap safe containment, transportation, disposal of faecal sludge, and septage from toilets.
- The first phase of SBM-U was launched on 2 October 2014 with the aim of making India Open Defecation Free (ODF) urban and achieving 100% scientific management of solid municipal waste.
- It lasted until October 2019.
- The second phase will be used for more than five years from 2021 to 2026 with a disbursement of Rs.1.41 lakh crore.
- Focus area: It focuses mainly on the-
- separation of source waste
- reducing the use of waste and plastic and air, by effectively controlling waste from construction and demolition activities
- rehabilitating all waste disposal sites
- Under this mandate, all wastewater will be properly managed before it is pumped with water bodies, and the government is trying to use high efficiency first.
- Under Swachh Bharat Mission-Urban 2.0, all official cities will be at least ODF + and all households with <1 lakh ODF ++ people.
What are ODF + and ODF ++?
- ODF +: A city, ward or work group can be declared ODF + if, "at any time, no one is found to find themselves and / or urinate in an open area, and all public and public toilets are functioning and well maintained."
- ODF++: The ODF++ protocol adds the condition that “faecal sludge or septage and sewage is safely managed and treated, with no discharging or dumping of untreated faecal sludge or septage and sewage in drains, water bodies or open areas.”
