Context

Recently, NITI Aayog has released the first ever State Energy and Climate Index (SECI) that aims to track the performance of states and union territories (UTs) in the energy and climate sector.

About State Energy and Climate Index (SECI)

  • It is the first such index in India released by NITI Aayog.
  • Objective: To rank the states based on their efforts towards improving energy access, consumption, efficiency, and safeguarding the environment.
  • It aims to encourage healthy competition among the states by driving the agenda of the affordable, accessible, efficient and clean energy transition
  • The index ranks states and UTs on six parameters:
    • access, affordability and reliability of energy
    • new initiative in the energy and climate sector
    • performance of distribution companies
    • environmental sustainability
    • clean energy initiatives
    • energy efficiency
    • It covers 27 key performance indicators based on 2019-20 data.
    • On the basis of composite score, the states and UTs are ranked as larger states, smaller states, and UTs, based on size and geographical differences.
    • State categorization: Further, states and UTs are categorized into three groups:
    • Front Runners
    • Achievers
    • Aspirants

Key findings of the report

  • India's overall score at the national level on a scale stands at 40.6 out of 100.
  • At the national level, the average score for discoms' performance is 56.8 while for new initiatives it is 11.1- lowest among all parameters.
