Context
Recently, a Delhi based think-tank Indian Police Foundation (IPF) conducted a survey on citizens' perception- ‘Smart Policing’ index.
Key-Findings of the Index
- In the list, Assam is ahead of Kerala (7.53), Sikkim (7.18), Mizoram (7.14), Gujarat (7.04), Odisha (6.94), Himachal Pradesh (6.91), Puducherry (6.91), Goa (6.86), Delhi (6.85), Tamil Nadu (6.73), Karnataka (6.69), Uttarakhand (6.69), West Bengal (6.66), Meghalaya (6.60), Haryana (6.39), Tripura (6.33), Jammu & Kashmir (6.26), Maharashtra (6.25).
- Delhi Police was ranked at seventh spot and police in Bihar and Uttar Pradesh scored the lowest among all States when it came to perception of “sensitivity” among Indian states and union territories (UT).
- Delhi Police was ranked for their sensitivity towards public, good behaviour, accessibility, accountability and strict conduct.
- Delhi police was ranked at fifth position in technology adoption and at 10th spot for smart policing.
- States like Bihar, Uttar Pradesh, Jharkhand, Chhattisgarh, Punjab and Nagaland, scored least on the Smart Policing List.
- Bihar has been ranked last with respect to responsible policing, public trust in police and integrity & corruption free service.
About SMART Policing Index
- The purpose of the IPF survey was to gather information on citizens’ perceptions about the impact of the SMART policing initiative.
- Indian Police Foundation (IPF) is a Delhi-based think tank set up by eminent citizens including serving and retired police officers, civil servants, academics and lawyers etc – for each individual state or Union territory.
- The survey had 10 sets of questionnaires, which included:
- Six indices of “Competence-Based Indicators” dealing with issues such as police sensitivity, accessibility, responsiveness and technology adoption among others.
- Three indices of “Value-Based indicators” dealing with integrity of the police.
- One index of “Trust”.
- The SMART scores are set on a scale of 1 to 10 and are indicative of the levels of citizen satisfaction, a score of 10 being the highest level of satisfaction.
