Context
- The Supreme Court said that the Tamil Nadu Chief Secretary shall be “personally responsible” and “appropriate action” will be taken on failure to give information on the rule curve for Mullaperiyar dam to the Supreme Court-appointed Supervisory Committee.
About the Rule Curve
- The rule curvedivides the storage volume of a reservoir into zones where different strategies for demand-supply will be applied.
- The limits of each zone may vary seasonally or remain constant during the whole year.
- Such tool may be used for flood control or water conservation during long dry spells
- The rule curve in a dam decides the fluctuating storage levels in a reservoir.
- The gate opening schedule of a dam is based on the rule curve.
- It is part of the “core safety” mechanism in a dam.
Supervisory Committee on Mullaperiyar dam
- Regarding the dam safety issue of Mullaperiyar between the states of Kerala and Tamil Nadu, the Supreme court in its order dated 7 May 2014 constituted a 3-member Supervisory Committee under Chairmanship of CWC Officer in the rank of Jt. Secretary to the Centre.
- It was SC appointed committee to issue directions or take steps to address the three core safety issues
- monitoring and performance of the instrumentation of the dam
- finalizing the rule curve and fixing the gate operating schedule
- submit a compliance report in four weeks.

Mullaperiyaru Dam
- Itis a masonry gravity dam on the Periyar River in the Indian state of Kerala.
- It is located 881 m (2,890 ft) above mean sea level, on the Cardamom Hills of the Western Ghats in Thekkady, Idukki District of Kerala.
- The control and safety of the dam and the validity and fairness of the lease agreement have been points of dispute between Kerala and Tamil Nadu states.
